Executive Director

Mario M. Radosavljevic is the Executive Director of Blackstone Group OPS, where he leads the development and industrial deployment of operational performance systems engineered for military environments.

His work focuses on force preservation infrastructure — scalable, deployment-ready systems designed to support personnel availability, reduce physiological attrition, and operate reliably in logistically constrained theaters. Under his leadership, Blackstone Group OPS has transitioned from private-sector manufacturing into defense-aligned production structured for long-term U.S. and allied procurement.

Mario’s background spans manufacturing scale-up, supply chain architecture, and multi-region operational deployment across Europe, the Middle East, Africa, and North America. He works alongside military professionals, clinical specialists, and industrial partners to ensure that systems are not only biologically grounded, but institutionally executable.

He currently oversees NATO-aligned production capacity and strategic onshoring initiatives structured to support U.S. sovereign manufacturing objectives upon contract award.

His mandate is singular:
to build operational systems that increase readiness, protect human performance, and remain dependable when conditions are most demanding.

During his active service, General Săvoiu held high-level command and advisory roles within the Romanian Armed Forces, contributing to national defense planning, force readiness, and alignment with NATO operational standards. His career includes extensive engagement with allied military structures and senior governmental stakeholders.

Following his retirement from active service, General Săvoiu continues to operate in an advisory capacity, supporting institutional dialogue, defense cooperation, and strategic engagement between military organizations and governmental decision-makers.

His work emphasizes structured, protocol-driven engagement, respect for national sovereignty, and alignment with established defense procurement and governance frameworks.

At Blackstone Group OPS, General Săvoiu serves as a Senior Military Advisor, supporting institutional introductions, strategic positioning, and high-level engagement with defense and governmental entities. James Winningham

Senior Advisor — Intelligence, Counterterrorism & Strategic Operations

James Winningham is a United States Marine Corps Veteran with over three decades of experience spanning intelligence leadership, counterterrorism, counterintelligence, and strategic operational planning across high-risk and sensitive operational and intelligence environments.

He has served in senior Chief of Intelligence roles with operational responsibility across multiple theaters, including Kosovo and Afghanistan, where he supported mission planning, threat assessment, interagency coordination, and decision-making at both tactical and strategic command levels.

Mr. Winningham’s career has been defined by intelligence-driven operations, counterterrorism strategy, and operating within complex governmental and coalition structures. His work required close coordination with military leadership, intelligence services, diplomatic stakeholders, and host-nation authorities under mission-critical conditions.

Following his military service, he has continued to advise executives and organizations operating at the intersection of defense, intelligence, and government, with particular focus on operational readiness, institutional alignment, counterintelligence awareness, and risk-informed decision-making in regulated environments.

His experience spans cooperation with public authorities and private stakeholders across multiple regions, with a focus on credibility, compliance, and long-term strategic positioning within international frameworks.
